    Participants of the Marshall Center’s Seminar on Irregular Warfare/Hybrid Threats immerse themselves in two powerful wargaming experiences designed to test their strategic thinking, sharpen cross-domain responses, and confront the realities of hybrid threats in Garmisch-Partenkirchen on June 16, 2025.

    Both exercises brought theory to life, fostered creative problem-solving and deeper understanding of the whole-of-government tools available to respond to Gray Zone threats.

    “It’s about understanding how influence campaigns unfold, how societies can be manipulated, and most importantly, how we can build resilience against these tactics,” said May-Britt Stumbaum, Ph.D., habil., SIWHT course director and professor at the College of International Security Studies.

    In the Malign game, participants stepped into an alternate geopolitical world where influence operations and narrative warfare dominated the landscape. Through disinformation campaigns, they explored how malign influence spreads and how societies can fight back.

    “The Malign game challenges participants to think like both the attacker and the defender in the hybrid threat environment,” Stumbaum said. “It’s an interactive way to turn abstract threats into real, strategic decision-making.”

    Meanwhile, a maritime-focused tabletop exercise, led by the Centre of Excellence for Operations in Confined and Shallow Waters, tasked participants with countering hybrid threats against critical maritime infrastructure.

    The scenario-driven exercise emphasized the need for whole-of-government coordination across borders and domains.

    Both exercises brought theory to life, fostering creative problem-solving and deeper understanding of the whole-of-government tools available to respond to Gray Zone threats.
