    NAVFAC Southeast Awards $2B Contract to Boost Infrastructure Across Region

    Naval Facilities Engineering Systems Command Southeast

    Naval Facilities Engineering Systems Command (NAVFAC) Southeast awarded a $2 billion firm-fixed-price, indefinite-delivery/indefinite-quantity multiple-award construction contract (MACC) June 5 to several companies to support construction projects throughout its area of responsibility.

    “Award of this contract is a major achievement for our contracting department, the command, and our supported commanders” said Capt. Miguel Dieguez, commanding officer of NAVFAC Southeast. “This contracting tool – the largest in the command’s history – will provide the essential capacity through a highly qualified cadre of contractors to deliver mission-critical infrastructure investments across the Southeast region for years to come.”

    The contract reflects the Navy’s commitment to upgrading and repairing aging infrastructure at its installations throughout the Southeast. Work includes general building projects such as new construction, renovation, alteration, demolition, and repair for mission-essential warfighter support facilities, including aviation, maintenance, industrial, research, training, and medical buildings, as well as quality-of-life facilities like personnel support centers, barracks, dormitories, housing, commissaries, and retail facilities.

    The companies awarded contracts are BL Harbert International LLC, Birmingham, Alabama; Gilbane Federal, Concord, California; Hensel Phelps, Orlando, Florida; RQ Construction LLC, Carlsbad, California; Sauer Construction LLC, Jacksonville, Florida; The Whiting-Turner Contracting Company, Baltimore, Maryland; and Walsh Federal LLC, Chicago, Illinois. Each contractor received a minimum contract guarantee of $1,000 at the time of award.

    To streamline project management and ensure contractor reliability, MACC contracts play a crucial role. Lindsay Betteridge, supervisory contract specialist for NAVFAC Southeast, explained, “MACC contracts can be used to prequalify a group of contractors with respect to performance, experience, capability and safety and then issue task orders to them for projects that meet the parameters of the MACC. MACCs save the command and the government time and resources.”

    The contract was competitively procured through the SAM.gov website via the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. Eighteen offers were received during phase one, and seven in phase two.

    Work will be performed within the NAVFAC Southeast area of responsibility, which includes Florida, Georgia, Louisiana, Mississippi, South Carolina, Tennessee and Texas. The contract work is expected to be completed by June 2030.
