Story by Staff Sgt. James Goin

    4th Infantry Division Sustainment Brigade

FORT CARSON, Colo. – The 4th Infantry Division Sustainment Brigade, 4th Infantry Division bid farewell to Col. Julie A. Maxwell and welcome new Col. Heather M. Reilly during a change of command ceremony held June 5, 2025, at the William Reed Special Event Center.

“To the Soldiers, non-commissioned officers, officers, and civilians of the 4th IDSB, I am here to serve you,” said Reilly. “Our formation has been charged with critical missions across several COCOMS, and you are the right team to execute those missions.”

The Change of Command Ceremony is a time-honored military tradition that symbolizes the transfer of authority and responsibility from the outgoing commander to the incoming commander. This transition ensures the continuity and effectiveness of the unit's mission, operations, and commitment to service.

Command Sgt. Maj. Michael S. Riggs 4th IDSB senior enlisted leader, passed over the unit colors to Maxwell for the last time, in the presence of Maj. Gen. David S. Doyle, commander of the 4th Infantry Division and Fort Carson. This action of passing the unit colors represent both fulfillment of Maxwell’s duties and the relinquishment of responsibilities as the commander of 4th IDSB. The colors then passed to Reilly, officially marking the beginning of her command of the brigade.

After transfer of the colors, Doyle took a moment to reflect on Maxwell tenure as commander of the 4th IDSB, sharing memorable moments, recognizing her exceptional leadership, and highlighting her role in revitalizing the brigade’s culture, restoring the legacy of the “Wranglers,” with the audience.

“I am proud to serve with you, I am proud to have learned from you and I really do think the organization has benefited from the way you set them up,” said Doyle. “The things you have done will long outlast your service here, will long outlast the time with your family, and you had a generation impact on our Army.”

During the ceremony Reilly praises Maxwell for her professionalism and leadership since arriving to 4th IDSB.

“I owe a special debt of gratitude to Julie Maxwel your leadership, professionalism, and unwavering commitment to the 4th Infantry Division Sustainment Brigade has made a lasting impact on the Fort Carson sustainment enterprise,” said Reilly.” Thank you for my seamless transition and best wishes to you and your family written out of uniform.”

Reilly also expressed her gratitude to her family members who attended the ceremony, as well as to the service members she had the honor of serving alongside in the past.

“Steadfast and loyal, just get it done,” said Reilly. “Wrangler 6, signing on the net.”

The ceremony concluded with the playing of the 4th Infantry Division and the Army Song.
