During Mann’s time in command, Kingsville was successfully commissioned, passed all
certifications on their first attempt, and safely completed their sail around which included a
Panama Canal transit to arrive at their homeport of San Diego.
“Lou, thank you for leading the Kingsville crew tremendously and exceptionally.” said Capt.
Jose Roman, commodore, Littoral Combat Ship Squadron One. “I am confident you will do great
things onboard USS Kansas City as training ship commanding officer.”
During the ceremony, Mann was awarded the Meritorious Service Medal for his superior
accomplishments and will be reporting to USS Kansas City as the commanding officer.
“I do not have the words to express the amount of appreciation I have for this crew”, said Mann “I am very happy to see you all become versatile, resilient, and capable leaders needed to forge the legacy of the Kingsville into the future.”
Mann, a native of New Jersey, has served in the Navy since 1997 and earned a commission
through the Seaman to Admiral program and is a graduate of the U.S. Naval War College.
Kingsville is homeported in San Diego as a part of Littoral Combat Ship Squadron One. Littoral
combat ships are fast, optimally manned, mission-tailored surface combatants that operate in
near-shore and open-ocean environments, winning against 21st-century threats. LCS integrate
with joint, combined, manned and unmanned teams to support forward-presence, maritime
security, sea control, and deterrence missions around the globe.
