A group of managers from eight Japanese broadcasting companies visited Marine Corps Air Station Futenma, Aug. 25, 2023. The twelve participants from across the country learned about the current security environment surrounding Okinawa from the perspective of Japan's ally, the United States.
Okinawa is a location of interest for Japanese media because of its concentration of U.S. military bases on the island. Among the bases in Okinawa, MCAS Futenma has often made headlines in the Japanese media due to its future relocation.
Participating media outlets were: Tokyo Broadcasting System Television, Inc.; Radio Kyushu Broadcasting/Mainichi Broadcasting Corporation; Nagasaki Broadcasting Company; Radio Kumamoto Kabushiki Kaisha/Kumamoto Broadcasting Co., Ltd.; Oita Broadcasting System, Inc.; Miyazaki Radio and Television/Miyazaki Broadcasting Co., Ltd.; Minami Nippon Broadcasting Co., Ltd.; and Ryukyu Broadcasting Corporation. They all belong to the Japan News Network, which was formed by Japanese commercial broadcasting companies with TBS Television as its key station.
The JNN routinely holds the two-day news managers’ meeting among four blocks: Hokkaido-Tohoku (northern) region, Chubu (central) region, Kinki-ChuShikoku (western) region, and Kyushu-Okinawa (southern) region, twice a year. They gather to discuss issues each region faces regarding news reporting and broadcasting. This time was RBC’s turn, and the meeting was held for the first time in six years in Okinawa.
“As a news organization, we naturally report on emergencies,” said Mariko Arai, TBS editorial manager. “We wanted to visit the U.S. military bases that protect key points in such cases, and hear what kind of preparations and assumptions the U.S. military has in place.”
At the beginning of the brief, Col. William C. Pacatte, camp commander for MCAS Futenma, introduced himself to the group by his call sign “Spam,” which made the participants laugh. “Everybody's here to learn some facts and what we do here at Futenma. So, you definitely came to the right place.”
During the brief overview of Futenma’s functions, Pacatte told the group that the air station’s existence is relevant due to the strategically and operationally appropriate time in the current world situation. As he showed the introduction slide with a picture of aircraft ― including the UH-1Y, the MV-22 and the F-35B ― Pacatte said, “It captures really what the essence of Marine Corps Air Station Futenma is all about. It's all about aircraft support.”
During the briefing, slides reflecting the history of MCAS Futenma displayed aerial photos from 1946, 1970, 1996 and the present. These images showed the changes and growth of the surrounding areas of the air station. Pacatte briefed that Futenma was founded after World War II. The airfield was under the control of the Air Force until 1957, when it was transferred to the Navy and became a Marine Corps Air Facility.
Pacatte also mentioned the Defense Policy Review Initiative which the U.S. and Japanese governments launched in 2002, with the intent to reduce the Marine Corps footprint on Okinawa as well as consolidate numerous bases. He said that was the beginning of the Futenma Replacement Facility to eventually shut down the air station.
“It has been 70 some years since the end of the war and Americans have been stationed in Okinawa for a long time,” said Arai. “It's not just an issue between the U.S. and Okinawa, as long as they are in an alliance; their presence can be helpful, and if the alliance is dissolved, it can be troubling.
“It's a difficult dilemma. It is difficult because I don't think it can be solved simply by opposing and dissolving the alliance. There is also the difficulty of reporting such a point, but I try to be as unbiased as possible,” continued Arai.
During the question-and-answer session of the briefing, participants asked if the number of MV-22 Ospreys has changed since it deployed in 2012, as well as the number of service members. Pacatte replied that the number of Ospreys on Futenma varies, depending on the maintenance cycle and temporary fly-ins, and an average number of 3,200 service members that fluctuates based on what units are deployed on Unit Deployment Program, where units rotate in and out for six-month intervals.
The last part of the brief was about the air station’s value in terms of strategic alignment, tactical advantage, allies and partners, and stand-in forces. A quick look at DPRI's overall plan of returning sites, FRF schedule, and the headlines and news feeds related to MCAS Futenma that hit the paper were also presented.
Pacatte emphasized the importance of maintaining good relationships with the Okinawa communities, and said they take every opportunity to show their resolve. “One of the concepts or principles is transparency,” said Pacatte. “And mutual understanding.”
After an hour-long brief, the group took a bus tour to the airfield. A Marine pilot escorted them to a CH-53E Super Stallion helicopter, the primary heavy lift helicopter on MCAS Futenma, and showed them inside.
“I knew it was about the base tour, but I never imagined that I could actually see inside of a helicopter or go to the base runway,” said Mitsuhiro Nakashima of Nagasaki Broadcasting Company. “Even though being from Nagasaki, where the U.S. Commander Fleet Activities Sasebo resides, it’s hard to enter the base, so it was really a good experience for me to learn what kind of problems Futenma faces, and what kind of role it plays on the front line in Okinawa, where the Taiwan contingency and various other issues are currently being discussed.”
During the tour on base, the group had a chance to see the older facility buildings from the 50s as well as older barracks and aircraft hangers. According to Pacatte, one of the main challenges as base commander is keeping those facilities up and operational.
“When FRF started, the U.S. stopped investing in infrastructure improvement in Futenma,” said Pacatte. “It went back about 10 years, then with FRF's long term delay, a lot of them try to catch back up.” He wanted to show the group what 10 years of neglect does to a building if time allowed.
“All the construction here is just trying to keep us going until FRF can be completed,” explained Pacatte.
Pacatte also walked through some of the land transactions. Ginowan City route 11 right outside the fence line was created to ease the congestion of the existing route 330. Futenma moved the fence line inwards, and the road opened in 2020, as facilitated by the return of land to the government of Japan.
There are also joint uses of the area, such as those used by local farmers. According to Pacatte, it is a win-win scenario: The land not being used was given back after they received a proposal of the use of the land from the city and organizations. Pacatte explained this to the group while passing through a second gate further inward to the base from the original gate, which is left for farmers’ easy access to their fields.
“I see that they are really thinking about Japan and the people of Okinawa, and making various adjustments,” said Nakashima. “Until I came here, I didn’t really understand that they were doing this in a coordinated manner, while still thinking properly about their role in this way.
“The return of the land will eventually come, but I didn’t know until I came here that they were making concessions little by little like this,” Nakashima continued.
Pacatte said that he gave the visitors everything he could, and answered as many questions as he could answer. He noted the importance of Futenma air station is to the Japan and U.S. alliance, and in order to support that alliance, it is important to stay in tune with the strategic environment. “We have to keep Futenma going until we have a viable replacement.”
“I had never been inside the base before, so I wondered how big and how amazing the equipment and facilities are,” said Shigeki Sato, digital editorial manager from TBS. “It is big, but I was a little surprised to find that the facilities were quite old. I thought they would be full of shiny new things, but that was not the case.
“However, I could sense that service members were working earnestly while thinking hard. I was a little moved by the commander’s very sincere answer,” continued Sato. “As they say in Japan, ‘Hyakubun wa, ikken ni shikazu,’ you have to see it to believe it.”
２０２３年８月25日、日本の放送局８社の報道部長一行が海兵隊普天間航空基地を視察した。各地から集まった12人は、日本の同盟国であるアメリカの視点から、沖縄を取り巻く現在の安全保障環境を学ぶために訪れた。
沖縄は米軍基地が集中しているため、日本のメディアにとって関心の高い場所である。沖縄の基地の中でも、普天間基地は移設問題で日本のメディアをしばしば賑わせてきた。
参加したメディアは、ＴＢＳテレビ、ＲＫＢ毎日放送、ＮＢＣ長崎放送、ＲＫＫ熊本放送、ＯＢＳ大分放送、ＭＲＴ宮崎放送、南日本放送、ＲＢＣ琉球放送。これらはすべて、ＴＢＳテレビをキー局とする日本の民放放送局で構成される、ジャパン・ニュース・ネットワークに属している。
ＪＮＮは、北海道・東北、中部、関西・中国・四国、九州・沖縄の４ブロックの報道部長会を年２回、２日間の日程で定期的に開催している。各地域が抱える報道や放送の課題について話し合うためだ。今回はＲＢＣのホストで、沖縄での開催は６年ぶりとなった。
ＴＢＳ報道局総合編集センターの荒井麻理子編集部長は、「報道機関として、緊急事態を報道するのは当然のこと。このような場合に要所を守る米軍基地を訪れ、米軍がどのような備えや想定をしているのかを聞きたかった」と話した。
説明会の冒頭、普天間基地司令官であるウィリアム・Ｃ・パカティー大佐は、「スパム」というコールサインで自己紹介し、参加者を笑わせた後、「みんな、普天間で我々が何をしているのか、事実を学びに来ています。だから、皆さんは間違いなくうってつけの場所に来ているのです」と話した。
普天間基地の機能についての簡単な概要説明の中で、パカティー大佐は、現在の世界情勢において、戦略的・作戦的に適切な時期に普天間航空基地が存在することが重要であると述べ、手前にＵＨー１Ｙヴェノム、ＭＶー22オスプレイ、奥にＦー35ライトニングIIという航空機が写った写真を紹介しながら、「普天間基地の本質をよく捉えています。航空機のサポートがすべてなのです」と語った。
途中、普天間基地の歴史を振り返るスライドがあり、１９４６年、70年、96年、そして現在の航空写真が表示された。これらの画像は、飛行場周辺の変化と成長を示していた。パカティー大佐は、普天間基地は第二次世界大戦後に設立され、飛行場は空軍の管理下にあったが、57年に海軍に移管され、海兵隊航空施設となったと説明。
パカティー大佐はまた、日米両政府が２００２年に開始した防衛政策見直し協議についても言及。これは、沖縄における海兵隊の活動拠点を減らし、多くの基地を統合することを意図したものだと説明し、それが普天間飛行場代替施設の始まりであり、最終的には同航空基地を閉鎖するものだと述べた。
「終戦から70年あまりが経ち、アメリカ人は長い間沖縄に駐留してきた。これは、アメリカと沖縄だけの問題ではなく、同盟を結んでいる限り、彼らがいることで助かることもあるし、同盟が解消されれば困ることもある」と荒井ＴＢＳ編集部長。
「ジレンマで難しい。単純に反対して解消すれば解決できるって話でもないと思うので難しい。そういうところを報じる難しさもあって、でも、できるだけ偏らないことは心がけています」と荒井氏は続けた。
質疑応答では、参加記者から２０１２年に配備されたＭＶー22オスプレイの数に変化はあるか、また軍人の数はどうなのか、との質問があった。パカティー大佐は、普天間に配備されているオスプレイの数は、整備サイクルや一時的な飛来によって変動するが、隊員の数は、平均３、２００人としたうえで、６カ月単位で移動する部隊展開プログラムでどの部隊が派遣されるかによって上下するとも説明した。
概要説明の最後の部分は、戦略的整合性、戦術的優位性、同盟国やパートナー、待機戦力といった観点からの同航空基地の価値についてで、 また、 施設返還の全体計画、普天間飛行場代替施設計画、紙面を飾った同基地関連のヘッドラインやニュースフィードなども簡単に紹介された。
パカティー大佐は、沖縄の地域社会と良好な関係を保つことの重要性を強調し、「理念や原則のひとつは透明性です。そして相互理解です」と伝えた。
約１時間のブリーフィングの後、一行はバスで飛行場を見学した。海兵隊のパイロットが、普天間基地の主要、大型輸送ヘリコプターであるＣＨー53Ｅスーパースタリオンに彼らをエスコートし、機内を案内した。
「基地視察のことは知っていましたが、実際にヘリコプターの中を見たり、基地の滑走路に行けるとは想像もしていませんでした」とＮＢＣ長崎放送の報道メディア局次長、中島三博氏はいい、「米海軍佐世保基地のある長崎に居ても、なかなか基地に入ることはできないので、普天間がどのような問題に直面しているのか、台湾有事やさまざまな問題が議論されている沖縄の最前線でどのような役割を果たしているのかを知ることができて、本当にいい経験になりました」と話した。
基地内のツアーでは、一行は50年代に建てられた古い建物や兵舎、航空機格納庫などを見学した。パカティー大佐によれば、基地司令官としての主な課題のひとつは、これらの施設を稼働させ続けることだという。
パカティー大佐は、「普天間飛行場代替施設が始まったとき、アメリカは普天間のインフラ整備への投資をストップしました。それは約10年前に遡りますが、その長期的な遅れによって、多くのインフラ整備が、遅れを取り戻そうとしています」と説明し、時間が許せば、10年間放置された建物がどのような状態になったのか、グループに見せたかったと話した。
「ここでの工事はすべて、普天間飛行場代替施設が完成するまでの間、私たちが機能出来るようにするものです」とパカティー大佐は言う。
大佐はまた、土地の取引についても説明した。フェンスのすぐ外側にある宜野湾市の市道11号線は、既存の国道３３０号線の混雑を緩和するために作られた。 普天間基地がフェンスラインを内側に移動させ、日本政府への土地の返還によって促進された道路は２０２０年に開通。
また、地元農家が使用する区域などの共同利用もある。パカティー大佐によれば、市や団体から土地の活用提案を受けた後、使われていない土地を提供するというウィンウィン（共存共栄）のシナリオだという。パカティー大佐は、普天間基地が耕作者が畑に行き来しやすいように本来のゲートはそのままに、さらに基地の内側に別に作られたゲートを通りながら、一行に説明した。
「日本や沖縄の人々のことを本当に考え、さまざまな調整をしていることがわかります」と中島氏は言う。「ここに来るまで、彼らがこのように自分たちの役割をきちんと考えつつも、協調してやっていることをよく理解していませんでした」
「土地の返還はいずれは来ると思いますが、こうして少しずつ譲歩していることを来るまで知りませんでした」と中島氏は続けた。
パカティー大佐は、訪問者にできる限りのことを伝え、答えられる限りの質問に答えたという。普天間飛行場は日米同盟にとって重要であり、その同盟を支えるためには戦略的環境と歩調を合わせることが大切だとした。「我々は、実行可能な代わりとなる基地ができるまで、普天間基地を存続させなければならないのです」
ＴＢＳデジタル編集部長の佐藤茂樹氏は「基地の中に入ったことがなかったので、どのくらい広くて、どのくらいすごい設備や施設があるのだろうと思っていました」と始め、「広いですが、設備がかなり古いことに少し驚きました。ピカピカの新しいものばかりかと思っていたのですが、そうではありませんでした」と感想を述べた。
「でも、隊員たちが一生懸命考えながら真摯に仕事をしているのが伝わってきました。司令官の真摯な回答にも感動しました」と佐藤氏は続けた。「日本では 『百聞は一見にしかず 』と言いますが、本当に実際に見てみないと分かりませんね」と語った。
