On August 2, 2021, U.S. Navy divers taught communication and search techniques to divers from Kenya, Mozambique and Djibouti at the International Port of Djibouti as part of Exercise Cutlass Express 2021.
This event was an opportunity for participants to execute what they had learned during classroom instruction and dry-land exercises a week prior.
The underwater portion of the training introduced bottom, hull, and pier search techniques, as well as different ways of communicating with divers from the surface.
One of the techniques taught was line pull signal, which is used to aid divers in low to no visibility conditions. Diver supervisors also use this technique to guide divers into areas that need to be searched.
“From taking what they learned in the classroom, to applying it and running through the techniques on dry land, and then applying it in the water – I think they did a great job,” said U.S. Navy Diver Lt. Randon McKain, Explosive Ordnance Disposal Platoon Commander for Camp Lemonnier.
McKain said the event was small enough to allow for each country and diver to practice exactly what they wanted to learn.
Cutlass Express 2021, sponsored by U.S. Africa Command and conducted by U.S. Naval Forces, is designed to improve regional cooperation, maritime domain awareness and information sharing practices to increase capabilities between the U.S., East African and Western Indian Ocean nations to counter illicit maritime activity.
