    ROCK ISLAND ARSENAL, Illinois (April 30, 2021) – Command Sgt. Maj. Tisa W. Scott relinquished responsibility as the command sergeant major at the U.S. Army Garrison Rock Island Arsenal, at a ceremony held in Heritage Hall on April 30 at Rock Island Arsenal.

    The ceremony marked the end of the assignment for Scott, who had served in the position since Jan. 7, 2020, after taking over from outgoing Command Sgt. Maj. Brian Heffernan.

    As the Garrison’s Command Sergeant Major, Scott was employed by the garrison’s commander for the care of Soldiers and civilians of the garrison, to extend command influence, assess morale of the command, and assist during critical events.

    Col. Todd Allison, garrison commander, US Army Garrison Rock Island Arsenal, presided over the ceremony and said up front how bitter sweet Scott’s departure from the garrison is.

    “Today we bid farewell to an amazing member of our team after 16 months of her tireless commitment and dedication to this garrison command and this installation,” said Allison. “CSM Scott’s time with us was during what will undoubtedly go down in our history as one of the most challenging of times facing our nation. However CSM Scott’s exceptional talents and performance across an amazing career have not gone unnoticed at the highest levels of our Army. This is undoubtedly why she was selected to serve in a higher capacity and she is departing Rock Island Arsenal to serve as the Quartermaster General’s regimental command sergeant major and this is great news for us and our Army.”

    Scott has been selected as the command sergeant major, United States Army Quartermaster School, at Fort Lee, Virginia. While her selection shortened her tour with the garrison, it didn’t lessen the impact it had on her, even with the challenges of the installation response to an inland hurricane (derecho), civil unrest in the Quad Cities, snow storms, flash flooding, and most notably the COVID-19 pandemic.

    “To my garrison workforce, the pandemic may have slowed us down, but it didn’t stop us,” said Scott. “Unlike most organizations who immediately began to telework when the pandemic struck, it was our true team of professionals who continued to work day in and day out, providing the necessary services enabling our mission essential workforce the ability to continue accomplishing their duties within the limitations of CDC guidelines. The garrison never stopped – you were committed to delivering programs and services with a sense of pride and true professionalism… and you did it without hesitation. Most people never truly understand the behind the scene operations of the garrison and I once was in the category of most people. This is a job that you will learn something new every day and relearn things that you thought that you knew because things are constantly changing. Thank you for sharing your knowledge, embracing me not only as your CSM, but also serving as my family away from family, and allowing me to influence our day to day operations over the past 15 months. My hats off to you for your unwavering acts of selfless service to ensure we are enabling our warfighters and providing quality of life for our families.”

    In July the responsibilities of the garrison command sergeant major will be accepted by Command Sgt. Maj. John Dobbins, a Hollywood, Florida, native, currently assigned to the 28th Combat Support Hospital, 44th Medical Brigade, in Fort Bragg North Carolina.
