GUAPILES, Costa Rica -- Led by former WHINSEC Deputy Commandant - Police Affairs, Costa Rica National Police Commissar Walter Navarro a team of current and former WHINSEC instructors conducted a Common Faculty Development Instructor Course here from 8 - 23 April 2021.
Thirty-two public safety representatives from the countries of Panamá and Costa Rica converged at Guapiles Police Academy in order to learn about the U.S. Army Experimental Learning Model (ELM).
Navarro, the current Costa Rica National Police Academy director, is the mastermind behind this idea.
“After spending a number of years working with the ELM at WHINSEC, I wanted to incorporate the process into our methodology of instruction, said Navarro. In coordination with Panama National Police Commissioner Cenen Castillo, WHINSEC’s current deputy commandant for police affairs, Panamá’s Ministry of Security became interested and sent instructors as well,” he added.
Navarro was joined by former WHINSEC Instructors, Costa Rican Police Agents, Commander Gerald Camacho and Lieutenant Alejandra Miranda. MAJ Rogelio Mata, director of the Center for Faculty and Staff Development; MAJ Robert Diaz; Mexican Navy Lieutenant Marko Augusto Ruiz Anguiano, MEX guest instructor; and MSG John F. Martinez augmented Navarro’s facilitator team.
WHINSEC’s Commandant, COL John D Suggs Jr, was the guest speaker for the graduation ceremony. He and Commissioner Castillo attended the event.
