The Aviation Logistics Operations Center has been a hub for Defense Logistics Agency Aviation’s warfighter support during the COVID-19 pandemic by overseeing over a dozen functions ranging from monitoring weapons system readiness to developing logistics plans that support every combatant command.
Located at Defense Supply Center Richmond, Virginia, and part of DLA Aviation’s Customer Operations Directorate’s Fusion Operation Division, the ALOC is comprised of 10 individuals who monitor daily requirements spanning DLA Aviation’s supply chains. The staff has maintained 100% in-person manning since the pandemic began last March, when DLA instituted maximum telework enterprise-wide, ALOC Chief Kevin Ryan said.
Monitoring supply chain data and providing continuity of operations plans that ensure DLA Aviation’s mission-essential work is completed during emergency scenarios are also part of ALOC operations.
“I give all credit to the resiliency of this team and the ‘can-do attitude’ of everyone that steps through the doors every day here in the ALOC to ensure the mission continues,” Ryan said.
In the past year, ALOC representatives selected and arranged training for 25 DLA Aviation employees who are serving on agency deployment teams in five countries.
“These individuals serve as important pieces that not only improve our continuity for the deployed force, but also provide lessons learned and training for our team as we prepare others for deployment opportunities,” Ryan said. “Our team ensures every requirement is filled and does a great job to ensure those individuals were successful in supporting the warfighter at their forward deployed locations.”
The ALOC also provides liaison officers for four-month rotations at DLA Headquarters’ Agency Synchronization and Operations Center at Fort Belvoir, Virginia. The program offers career broadening and development opportunities, giving employees a high-level perspective of the agency while they share real-time, DLA Aviation-specific data and metrics, support logistics planning and respond to congressional inquiries and requests for information from the Defense Department.
Collecting and presenting data on local infection rates and operational statuses of local schools has been another critical function of the ALOC, Fusion Operation Division Chief Greg Kennedy said. DLA leaders use information on available hospital beds, intensive-care capabilities and in-person learning plans to make decisions on reopening DSCR facilities. Information comes from such sources as the Virginia Department of Health and Centers for Disease Control and Prevention.
The ALOC also monitors COVID-19 data at DLA Aviation’s forward-located industrial support activities and reports the information to DLA Headquarters daily, Kennedy added.
