SCHRIEVER AIR FORCE BASE, Colo. – The 50th Space Wing Program Management Directorate acquires and maintains mission and mission support contracts at Schriever Air Force Base, Colorado.
Contacting and working with the 50th SW PMD is the first step in acquiring a contract on Schriever AFB.
Nancy Anderson, 50th Space Wing PMD director, said the directorate works closely with the 50th Contracting Squadron, among other units, to ensure Schriever AFB has the contractor support it needs to keep Schriever at the forefront of space.
“We’re here to be the 50th Space Wing’s acquisition center of excellence,” she said. “If any mission requirement needs to be fulfilled through contractor support, it is our duty to help the customer achieve those goals.”
Anderson said the 50th PMD often works behind the scenes in the contract acquisition process.
“We help our customer generate requirements, complete the government cost estimate, acquire funding and help them complete a requirement package,” she said. “From there it would go to CONS. Once completed, the requirements package is sent to 50th CONS to advertise to industry.”
Anderson said the 50th SW PMD manages contracts that will provide support to multiple locations within Air Force Space Command, such as the 30th, 45th, 50th and 460th SWs; 614th Air Operations Center; and the 14th Air Force Communications Control Center.
“We have two of the AFSPC enterprise contracts: the defensive cyberspace operations and cyber defense engineering and training contracts,” she said. “We’re the only [office] that [has] those contracts in AFSPC. They designated the 50th SW as the pathfinder for implementing cyber defense by engineering and integrating cyber defense capabilities and protecting, detecting and responding to mission systems cyber-attacks. Additionally, we have been asked to take on the acquisition of the Cyberspace Defense Consolidation and the CDET II contracts that will impact units across AFSPC.”
Though the 50th SW PMD is the contract requirement approval authority for the wing according to Anderson, they wouldn’t be able to complete their mission without help.
“We work hand-in-hand and day-in and day-out with the 50th CONS team, without their tireless efforts, our mission would be all for nothing,” she said.
Kim Elster, 50th SW PMD deputy director, said the process of acquiring and managing a contract involves three multifunctional teams:
Core cadre – technical and functional experts made up of the 50th SW PMD and 50th CONS
Advisor cadre – members of an organization impacted by requirements of a contract
Oversight cadre – PMD leadership, 50th CONS and the customer
Anderson said the process of acquiring a contract isn’t something that occurs overnight.
“We work with the 14th Air Force to define requirements and create the package for our contracts,” she said. “The 50th CONS will find [bidders] for the contract and from there Air Force Space Command will award the contract,” she said.
Elster said the 50th SW PMD only manages contracts that directly affect the mission and mission support.
“[Our contractors] are operating, maintaining and defending our mission systems while also implementing cyber defense solutions for the AFSPC enterprise,” she said. “Performing our job correctly and in a timely manner ensures contractors are in place to perform the AFSPC and 50th SW mission efficiently and effectively.”
Elster said the 50th PMD aims to improve Schriever AFB’s war-fighting capabilities.
“By acquiring effective contracts, we can help ensure the warfighters of Schriever are able to protect, detect and respond to cyber threats,” she said.
