    Navy Talent Acquisition Group Portland Conducts a Change of Command and Retirement Ceremony

    Portland, Ore. –Navy Talent Acquisition Group (NTAG) Portland held a change of command ceremony where Cmdr. Almond Smith III relieved Cmdr. Noah S. Bellringer, as the commanding officer, March 1.

    The event also served as a retirement ceremony for Bellringer, who served as the NTAG Portland commanding officer for two and a half years following 21 years of Naval service.

    Bellringer addressed the 150 enlisted and officers of his command, including 50 civilian guests, and spoke of the many accomplishments that NTAG Portland has made. Bellringer singled out certain individuals for their meritorious commitment to the command, then completed his comments saying, “I will never forget any of you.”

    Others in attendance were Capt. Glen J. O’Loughlin, commander navy recruiting region west, and Capt. Christian A. Stover, director of field operations, Navy Recruiting Command.

    In the retirement portion of the ceremony, Stover spoke and reminisced over the many years that he and Bellringer had known each other, and reviewed a number of Bellringer’s career statistics, highlighting his duty as a Navy pilot instructor.

    “Despite flying secret missions as a P-3 commanding pilot, he enjoyed most the training of young pilots,” said Stover.

    Smith carries 32 years of Naval Service and has served as NTAG Portland’s executive officer for one and a half years.

    NTAG Portland was originally one of 26 Navy Recruiting Districts within Navy Recruiting Command and was the first recruiting district to lead and pave the way in the transformation of all districts into the new and modernized recruiting model of NTAGs and Talent Acquisition Onboarding Centers. NTAG Portland is composed of the best naval officers, enlisted sailors, and civilian personnel operating in a 270,000 square mile territory. NTAG Portland is the fourth largest district encompassing all of Oregon and large parts of California, Idaho, Nevada, and Washington. Within this territory, the command is responsible for all active duty and reserve accessions, and the majority of active duty officer accessions into the United States Navy. Each year, the command accesses approximately 800 young men and women into the United States Navy.

    The Commanding Officer, Navy Talent Acquisition Group Portland reports to Commander, Navy Recruiting Region West for operational and administrative control and Commander, Navy
    Region Northwest for area coordination.

    NRC consists of a command headquarters, two Navy Recruiting Regions, 20 Navy Recruiting Districts and six Navy Talent Acquisition Groups that serve more than 1,000 recruiting stations across the country.
