    Bucks, boom, award: Financial management analysis wins AF award

    2nd Bomb Wing

    The 2nd Bomb Wing financial management analysis team was recognized as the financial management team of the year for the 2018 fiscal year by the American Society of Military Comptrollers.

    The list of the team’s accomplishments includes: calculating cost analysis for future projects, budgeting for deployment cycles and managing over 40 percent of Air Force Global Strike Command’s budget.

    One of this team’s biggest achievements was planning the base’s budget ahead of time. This accomplishment alone made Barksdale Air Force Base one of the first bases to spend their obligated amount. As a result of this spending, Barksdale received an additional $4.6 million to spend on facilities, sustainment, restoration and modernization.

    “We were prepared with the projects along with civil engineering and contracting,” said William Dye, 2nd Bomb Wing financial management analysis support section chief. “They had the information ready to go, and when we provided the funding, they shot it, we spent it. And because we were so good at it, [the Air Force] dropped more money on top of us because they knew we were prepped to go for more projects on top of that.”

    This kind of proactive resource management led to the execution of additional projects for the wing. The team worked to ensure money was being spent towards the mission, Airmen, and their families.

    “No bucks, no boom,” said Marcela Espino, 2nd BW financial management analysis accountant, echoing a common comptroller phrase. “If our Airmen don't get paid, their families are affected. If maintenance doesn’t have the equipment they need, they won’t be able to fix those aircraft. If those aircraft aren’t fixed, the pilots can’t take off. All of that puts us behind in our mission. So at the end of the day, it’s kind of the foundation of what makes everything work.”

    Even thinking beyond the base, the budget team completed an analysis to determine the level of economic impact the military community has had on the Shreveport/Bossier City area.

    While the financial management analysis team was recognized for their outstanding performance, it was a group effort from multiple agencies that helped earn them the achievement.

    “It’s what I would call a triad award,” Luce said. “Between contracting and civil engineering, they’re our next biggest partners in getting this done. It’s definitely their work too.”

    The 2nd BW financial management team is scheduled to receive their award at the American Society of Military Comptrollers’ annual conference in San Antonio, Texas.
