HARLAN, Ky. (Oct. 18, 2018) – Officials signed a partnership agreement today at Tucker Guthrie Memorial Airport to extend sewer services to 50 residences and 20 commercial structures.
U.S. Rep. Hal Rogers, representing Kentucky’s 5th Congressional District; Dan Mosley, Harlan County Judge Executive; and Lt. Col. Cullen Jones, U.S. Army Corps of Engineers Nashville District commander; announced the Airport Road Section 531 project and formally signed the agreement.
Rogers heralded the project while making remarks during the Grand Reopening and Ribbon Cutting of Tucker Guthrie Memorial Airport. He also thanked Jones and the Corps of Engineers for its recent work in other areas of the county.
Jones noted how the Corps of Engineers is proud to partner with the Commonwealth of Kentucky and the County and City of Harlan to create flood reduction projects to protect the local people from flooding, and also improve the environment.
“We’re going to be connecting numerous homes and commercial structures, to include this airport. That’s going to improve the overall infrastructure for this area, and also your economic resiliency,” Jones said. “The economic resiliency not only enhances Harlan County, but the state of Kentucky and the region.”
The sewer system will extend service along Highway 119 and into the Sukey Ridge community where the airport is located. A total of 900 feet of force main, 19,000 feet of gravity main, and one new pump station will be installed.
The Nashville District expects the official project partnership agreement to be completed by December 2018. The Corps works with Kentucky PRIDE (Personal Responsibility in a Desirable Environment),, a non-profit established by Rogers to educate and implement programs aimed at improving the environment in eastern Kentucky.
The cost share of the project is 75 percent federal and 25 percent local. A total of $1.2 million is being invested in the project. The sponsor is Harlan County, represented by Mosley, which will administer the design and construction contracts.
“On behalf of the Nashville District, we’re excited to aggressively work with the citizens of Harlan to make sure this project is delivered,” Jones said.
Section 531 is a program in 29 Kentucky counties that authorizes environmental infrastructure (water and waste water) assistance. The Nashville District, Louisville District and Huntington District share program responsibilities. The Nashville District has completed two dozen Section 531 projects since the program’s authorization in the 1996 Water Resources Development Act.
