    The Transformation of Pittsburgh Recruiting

    PITTSBURGH, PA, UNITED STATES

    08.02.2018

Story by Petty Officer 3rd Class Zachary S Eshleman

    Commander, Navy Recruiting Command

PITTSBURGH (NNS) –Navy Recruiting District (NRD) Pittsburgh became the sixth Navy Talent Acquisition Group (NTAG), August 1.

NTAG Pittsburgh controls recruiting throughout parts of western Penn., N.Y., W.Va., and M.d. Under the NRD model of operation, a Future Sailor primarily deals with one recruiter through the entire process of entering the Navy. This requires a recruiter to conduct sourcing, sales, assessing and onboarding by themselves which can be very time consuming and stressful.

“Our recruiters have been ‘Jacks of all trades, but it’s better if they are a master of one,” said NTAG Pittsburgh commanding officer, Cmdr. Peter Hoegel Jr. “There are many parts to recruiting, so having a person with learned experience and a solid grasp of what their part is, proves to be highly effective.”

For sourcing, a recruiter develops leads by raising awareness of the Navy brand in the communities they serve by attending job fairs, visiting high schools, and attending community events. In sales, a recruiter meets with potential applicants to explain the options available to them if they choose to join the Navy. In the assessing phase, a recruiter handles the administrative side of the process, ensuring all the paperwork involved is accurate and complete. They also ensure the applicants complete the Military Entrance Processing Station (MEPS) mental and physical screening process.

When an applicant successfully completes MEPS screening and signs an enlistment contract, they become a Future Sailor and join the Delayed Entry Program (DEP). During the onboarding process, they are encouraged to study basic Navy knowledge and improve their physical fitness prior to reporting to Recruit Training Command (RTC) for basic training. While they are in DEP, recruiters mentor and train Future Sailors, ensuring they continue to meet eligibility requirements and are prepared for the rigors of Navy life.

A more efficient process and a better quality of life for the recruiters are two are major reasons for this switch to the NTAG organization. Under this system, recruiters are able to focus on one specific part of the recruiting process; this allows leadership to place individual Sailors in the areas they’ll be most effective and creates an environment where a Sailor can become an expert in their section of the operation.

“Onboarders are telling us they have more time to focus on mentoring and training their Future Sailors; they’re seeing them 4-6 times per month now for quality mentoring sessions,” said Commander, Navy Recruiting Command (NRC) Rear Adm. Brendan R. McLane. “The Future Sailors are completing their PQS (personal qualification standards), and they are more prepared and providing more DEP (delayed entry program) referrals.”

The new system also allows for more teamwork among the Sailors in the recruiting process, taking the weight of meeting increasing recruiting goals of an individual recruiter and distributing it amongst the team.

“The Navy is growing to 355 ships to meet the challenges of the future. We are transforming the way we recruit to man the Navy the nation needs,” said McLane.

NTAG Pittsburgh’s change is an example of what’s required in the modern recruiting environment. The Navy must be agile and always adjusting for what works to compete with the private sector in a smaller pool of eligible talent.

Navy Recruiting Command consists of a command headquarters, two Navy Recruiting Regions, 20 Navy Recruiting Districts and six Navy Talent Acquisition Groups. The Navy’s recruiting force totals more than 6,100 personnel in over 1,000 recruiting stations around the globe. Their combined goal is to attract the highest quality candidates to assure the ongoing success of America’s Navy.
