U.S. Army Col. Brad J. Eungard has been awarded the Defense Superior Service Medal for his numerous accomplishments while serving as Commander, Defense Logistics Agency Distribution Susquehanna, Pennsylvania, and as Installation Commander, Defense Distribution Center Susquehanna from August 2016 to August 2018.
During this period, Eungard’s inspirational leadership enabled the Distribution Center to far surpass all expectations, evidenced by the organization’s strong metric performance while supporting 55 installations across the United States and military forces in Europe, Africa, and the Middle East. Eungard led 1,650 civilians and military members in successfully supporting numerous contingency and humanitarian assistance operations that were recognized by the highest levels of the Department of Defense. His relentless emphasis on employees developing strong character, individual ownership, and universal respect yielded superior overall safety, operational performance, and consistent first class support to the Warfighters around the world.
As the commander of the Department of Defense’s largest Distribution Center in DLA which provides over 10 million square feet of storage space for nearly 800,000 unique stock numbers valued at $12.5 billion, Eungard led a dynamic team through two years of outstanding performance in support of Warfighters around the world.
One of Eungard’s greatest impacts as Commander is his emphasis on culture as defined by his strong beliefs in Character, Ownership, Respect, and Excellence – CORE . The acronym CORE is readily recognized by staff members and employees at all levels emphasizing the importance of Character, Ownership, Respect and Excellence. This reference acts as a motivator to employees to do the right things, take responsibility, demonstrate consistent respect, and achieve excellence in all facets of the organization.
The entire Command’s culture has improved immensely by focusing on employee involvement. This has increased focus on the Warfighter through meaningful strategic engagement to discern the emerging needs of the Warfighters around the world. Through a combination of efficiency initiatives and consistent emphasis on culture while shaping a resilient and highly skilled workforce, Eungard’s results are easily seen in two year-over-year improvements against Key Performance Indicators spanning fiscal year 2017 to fiscal year 2018.
Fiscal year 2017 highlights included a much improved performance against customer requested “Hi-Priority” orders by nearly a day (From 1.88 average days to 1.08 with the second half of fiscal year 2017 averaging less than 1 day), improved support against “Routine” orders from 2.3 average days to approximately 1.3 days, and improved support to Foreign Military Sales requested “Hi-Priority” orders from 5.23 days to only 2.58 average days to ship (including multiple layers of shipment and material validations).
Eungard’s relentless emphasis on safety yielded exceptional results seen in all core safety measures including a 47 percent reduction against the exceedingly important Lost Time Incident Rate (LTIR- employees injured in the workplace requiring time off for recovery). During his tenure, Occupational Safety and Health Administration Recordable Rates improved five percent, Days Away/Restricted Duty improved 11 percent, and Property/Equipment Damage improved 16 percent. Eungard has been instrumental in improving the Command’s procedures in processing Financial Liability Investigation of Property Loss.
Since taking Command, his organization has recovered $2,962,721 of material. In addition to the high volume storage and distribution operations of at his Distribution Centers, Eungard’s Unit Materiel Fielding Point served as the consolidation and shipping point for the Afghan Army and Police Forces, the Greek Army and Air Force, and Iraqi National Forces.
During fiscal year 2017, the Unit Materiel Fielding Point built and shipped 4,779 Air Pallets and 86 containers for our Afghan partners. Also during the year, the Special Commodities Branch Cold Chain Packaging team received and distributed over 3.4 million doses of the flu vaccine around the world in support of DoD service members and their families.

He inspired unity of effort while encouraging initiatives that drove his unit to the next level of performance while simultaneously reducing cost and improving the readiness of our Armed Forces,” said Rear Adm. Kevin Jones, commander, DLA Distribution.
“Col. Eungard is an extraordinarily gifted leader and visionary change agent who is most deserving of the special recognition afforded by the Defense Superior Service Medal,” said Jones.
