    179th Cyberspace Wing

    Ohio Air National Guard (ANG) members of the 179th Airlift Wing (AW) and 200th REDHORSE Squadron (RHS) in Mansfield, Ohio, hosted the Air Force Community Partnership (AFCP) program May 11, 2016. The program is designed to leverage military installation and local community capabilities and resources to obtain value and benefit in support of the Air Force mission. Representatives from local organizations such as the Richland County Public Health, Mansfield Correctional Institution, Richland County Sheriff’s Office and Ashland County-City Health Department were in attendance.

    The Air Force initiative utilizes “Public to Public and Public to Private” (P4) partnerships in an effort to find budget reductions for all parties involved. A good example of this is how military bases across the nation are starting to combine joint shooting ranges with those of local law enforcement. P4 partnerships cut the cost of required readiness for federal, state and local agencies. Working together with a Training Affiliation Agreement, the base and the communities ensure the base remains viable and postured for the future while building community relations. Over the past year, the 179AW has been working to initiate partnerships that focus on executing mutually beneficial projects between the wing and local communities.

    Training Affiliation Agreements were signed today between the 179th Airlift Wing Medical Group (179MDG) and Ashland County-City Health Department and Richland County Health Department. The 179MDG will provide Immunization Back-up Technicians who will deliver medical services to community members while working at different Richland and Ashland County-City Health Department locations. The 179MDG members meet training requirements while providing a real public service. 179th AW Vice Commander, Col. Dan Tack, said “Today we sign and formalize the agreement and as our members need training, we will reach out to the partnerships and work out the details.”
    The “Realities Workshop” projected projects ranging from public immunization, blight removal, joint small arms firing ranges and snow removal. The workshop held today helps identify possible problems and solutions to get these programs operational. Lt. Col. Troy Cramer, of the 179th Airlift Wing, Ohio Air National Guard, is helping to streamline this process for the ANG. Cramer is currently serving as the ANG IRT Program Manager for NGB/A2/3/6 in A3XD, Andrews Air Force Base, Maryland.

    The blight removal project is currently dependent on proposed changes to the Realistic Military Training (RMT) program that would allow the Air National Guard to assist local communities in the demolition of deteriorating and unsafe structures. The RMT program would need to approve the use of ANG personnel and equipment to assist in a public funded blight removal project. Cramer explained, “RMT provides realistic military training, critical to force readiness, off federal property. This program applies to any training. However, it currently does not apply to the National Guard in Title 32 status. This is being amended by the Office of Force Training for Readiness, Director Frank DiGiovanni, and this revision is set to be finalized mid-Summer, 2016.”

    There is a lot to gain for everyone involved in good P4 partnerships. For the Air Force, these programs present training opportunities that contribute to a constant state of readiness in all airmen. The ANG benefits as they are building stronger relationships as community partners. The airmen get to look around the community they call home and see that they have made it a better place to call home.
