EL COCO, El Salvador – Soldiers of the 399th Tactical Psychological Operations Company, out of San Marcos, Texas, have been interfacing with the local residents here to provide information about a medical readiness training exercise being conducted for their benefit during Beyond the Horizon 2015.
When used in peacetime scenarios, such as the humanitarian efforts of Beyond the Horizon in El Salvador, PSYOP methods rely on logic and reasoning to encourage friendly nations to participate in events for their own benefit. For BTH 2015, information campaigns were conducted to communicate the upcoming MEDRETE and the benefits to the locals. Services provided at the MEDRETE include dentistry, optometry, gynecology, pediatrics, hepatitis and tetanus vaccinations for children and other general medical treatment.
Psychological operations soldiers, aka PSYOPers, employed various means of communication to provide information to their target audience. Some communities are remote and have limited access to electricity so the message has to be taken to them.
“Radio messages, loudspeaker messages, handbills, posters ...” said Sgt. 1st Class Bruce Downard, a detachment noncommissioned officer with the 399th and acting team chief during BTH 2015. “We also did some key leader engagements to rally the local communities.”
“It’s really an information campaign, just to get the word out,” Downard said.
The efforts of PSYOP have contributed to thousands of Salvadorans attending the medical readiness training exercise and taking advantage of the benefits available.
“I’d say the level of success is relatively high,” Downard said. “We had one matrix that said over 89 percent of the population believed that it is a partnership and they look forward to it every year.”
U.S. military personnel are conducting comprehensive humanitarian and civic assistance exercises in El Salvador in conjunction with Brazilian, Canadian, Chilean and Salvadoran militaries for Beyond the Horizon 2015 in El Salvador. Troops specializing in engineering, construction and health care are providing needed services to Salvadoran communities while receiving valuable deployment training and building important relationships with partner nations.
