    Center alumni event focuses on narcotics, trafficking

    GARMISCH-PARTENKIRCHEN, Germany – Security concerns created by criminal networks and their illicit trafficking activities were among the topics of the second annual Countering Narcotics and Illicit Trafficking Alumni Community of Interest Workshop “Changing Paradigms of Transnational Organized Crime," held at the George C. Marshall European Center for Security Studies, June 10-14.

    The Marshall Center created this workshop run by the Alumni Programs office, to develop a common understanding of security issues posed by the illicit trafficking threat, with a specific focus on the illicit trafficking of drugs, weapons and money. The workshop improved international cooperation by examining potential areas of improved communication, information exchange and the sharing of lessons learned.

    “Success in addressing these issues can only happen through regional and international cooperation. There is a clear necessity of better interagency and international cooperation in tackling transnational crime,” according to one of the participants’ feedback.

    There were 10 theme-based presentations covering regional narcotics trafficking, small arms and light weapons trafficking, disarmament strategies, and a discussion of criminal states. Some of the case studies included Victor Bout who was a convicted Russian arms smuggler, Afghanistan and Iranian arms trafficking.

    Dean Dwigans, director of the Alumni Programs, said the CNIT Alumni COI program is one of five COI programs executed at the Marshall Center. Dwigans said these types of events are a proven model for successful alumni collaboration and re-engagement with the Marshall Center faculty on various security topics.

    “We want to share methods, tools and best practices for collaboration. Our goal is to strengthen the role of the Marshall Center alumni across this broad geographic region by developing ties and professional friendships, and creating a long-lasting, active network of alumni in each region,” Dwigans said.

    A total of 55 foreign participants (including 53 alumni) from 36 countries worldwide attended the event and the next CNIT Alumni COI Workshop is currently scheduled to occur June 2-6, 2014 at the Marshall Center.
