    PORT HUENEME, Calif. (August 14, 2026) — Rear Adm. Jeffrey Kilian, U.S. Navy Capt. Angel Santiago, U.S. Navy, U.S. Navy Capt. Andrew Litteral, and Command Master Chief Petty Officer (CMDCM) David Olayo, salute U.S. flag as Naval Base Ventura County (NBVC) Color Guard parades the colors, on the parade deck for Naval Construction Group One’s (NCG1) Change of Command Ceremony as U.S. Navy Capt. Andrew Litteral, assumes command from U.S. Navy Capt. Angel Santiago, onboard Naval Base Ventura County (NBVC), Port Hueneme, Calif. NCG1 is homeported in Port Hueneme and leads and manages the overall capability and readiness of its Naval Construction Regiments (NCR's), Naval Mobile Construction Battalions (NMCB's), Naval Construction Battalions (NCB’s), and Underwater Construction Team (UCT). NCG1 provides the required engineering support that the Navy and Nation needs to construct and maintain base facilities, repair battle damaged facilities, conduct defensive operations as required, and to meet disaster preparedness and recovery missions.
