VIRGINIA BEACH, Va. (Sept. 9, 2026) – Capt. Adam Hamilton, Deputy Commander, Navy Uniforms, Navy Exchange Service Command (NEXCOM), addresses members of the Navy Protective Clothing Board during a meeting at NEXCOM headquarters in Virginia Beach. The board brought together Fleet, Type Commander, Systems Command, Defense Logistics Agency and other Department of War stakeholders to identify and address organizational clothing requirements affecting the safety, protection and readiness of Sailors and Navy civilians.
Modernization was a central focus of the discussion, with subject matter experts from NEXCOM’s Navy Clothing and Textile Research Facility (NCTRF) participating throughout the day. NCTRF develops and sustains Navy uniforms and protective clothing through research and development, testing and certification. Discussions included organizational clothing size modernization, heavy- and cold-weather protection, shipboard body armor, autonomous heated footwear and improving the process for moving new clothing and textile capabilities into the DoW supply system.
“Modernization is about making sure what we provide keeps pace with the Sailors we serve and the environments they operate in. Bringing the fleet, our technical experts and the supply community together allows us to turn operational requirements into tested, sustainable solutions that support mission readiness.”
- Capt. Adam Hamilton, Deputy Commander, Navy Uniforms, NEXCOM
Hamilton also outlined a renewed battle rhythm for the board focused on sustained Fleet participation with improved coordination and regular engagement.
