Channel View Boulevard, the military installation’s main road, will be renamed for Col. Francis “Len” Loving, Blount Island Command’s inaugural commanding officer, during the command’s 40th anniversary ceremony Sept. 4. Selected to lead the organization when it was established Sept. 1, 1986, Loving developed operating procedures and standards that helped turn maritime prepositioning from a strategic concept into an operational capability.
