    Seaman Jordan Tappan works a line Tuesday, July 30, 2013, to be used for securing a pelican hook to a rail aboard the Coast Guard Cutter James Rankin. Aside from ship maintenance and working aboard the Rankin, Tappan and the rest of the crew is responsible for the maintenance of more than 400 buoys in the Upper Chesapeake Bay and its tributaries, including the Potomac River up to the nation's capital.
