Canadian Armed Forces Capt. Dan Cuthbertson, a social worker assigned to Pacific Partnership 2026 (PP26) under Canada’s Operation HORIZON, speaks to Timorese social workers and community counselors about resiliency and caregiver mental health concerns during a PP26 host nation outreach event at the Liman Hamutuk Rehabilitation Center in Dili, Timor-Leste, Aug. 15, 2026. During the event, U.S. and partner nation military healthcare practitioners discussed mental health, auditory, physical health and mobility rehabilitation with social workers and community counselors. Now in its 22nd iteration, the Pacific Partnership series is the largest annual multinational humanitarian assistance and disaster management preparedness mission conducted in the region. Pacific Partnership works collaboratively with host and partner nations to enhance regional interoperability and disaster response capabilities, increase security in the region, and foster new and enduring friendships in the Indo-Pacific.
