Senior Enlisted Advisor John Raines, SEA to the CNGB, address an audience of State Partnership Program leaders, Bilateral Affairs Officers, adjutants general and security cooperation professionals from across the National Guard in Savannah, Georgia, August 13, 2026, during the State Partnership Program Conference.
