Rear Adm. Jeffrey Killian, commander, Naval Facilities Engineering Systems Command, presides as the official over a time-honored Change of Command Ceremony for Naval Construction Group (NCG) 1 as Capt. Andrew Litteral assumed command from Capt. Angel Santiago, onboard Naval Base Ventura County (NBVC), Port Hueneme, Calif., Aug. 14, 2026. NCG 1 is homeported in Port Hueneme and leads and manages the overall capability and readiness of its Naval Construction Regiments (NCR's), Naval Mobile Construction Battalions (NMCB's), Naval Construction Battalions (NCB’s), and Underwater Construction Team (UCT). NCG1 provides the required engineering support that the Navy and Nation needs to construct and maintain base facilities, repair battle damaged facilities, conduct defensive operations as required, and to meet disaster preparedness and recovery missions.
