Gen. Jason E. Kelly on the Fargo, North Dakota/Moorhead, Minnesota, Metro Area Flood Risk Management project during a tour May 7.

Assistant Secretary of the Army for Civil Works Adam Telle and Kelly visited the project and celebrated the signing of an amended project partnership agreement project.

The project exemplifies the USACE Building Infrastructure Not Paperwork initiative. Through effective leadership, the St. Paul District was able to cut red tape, identify and implement efficiencies with strong partnerships and is delivering infrastructure to the region 10 years sooner than the traditional delivery methods. The project is on track to be ready in spring 2027.
