A ribbon-cutting ceremony is taking place at what appears to be a health post (Posto Saude) with USAID branding visible on signage. Multiple participants in traditional and formal attire are gathered around a decorated ribbon with a white bow, cutting it to inaugurate the facility. The setting appears to be in Timor-Leste or a similar Southeast Asian country, based on the traditional headwear and Portuguese-language signage.

U.S. Ambassador to Timor Leste Judith Fergin and Timor-Leste Minister of Health Dr. Sergio Lobo cut the ribbon during the inauguration ceremony of Oecussi Referral Hospital. The hospital was recently renovated by Seabees assigned to Naval Mobile Construction Battalion 5 Civic Construction Action Detail Timor Leste. Seabees perform CCAD operations in order to demonstrate U.S. commitment, develop enduring relationships, improve public infrastructure for the delivery of essential services and strengthen local institutions with host and partner nations around the world.
