Capt. Thomas Bullock delivers remarks during a change-of-command ceremony for Submarine Squadron (SUBRON) 12 held aboard USS California (SSN 781), pierside, at Naval Submarine Base New London in Groton, Conn., July 30, 2026. During the ceremony, Bullock relieved Capt. Phil Castellano as commodore, SUBRON 12.
