At the Center for Service Support (CSS), delivering training to over 51,000 students annually across 120 distinct courses requires immense behind-the-scenes effort. This is where Ms. Kathleen Pagano, CSS’s Administrative Officer Supervisor, makes her impact. Ms. Pagano’s day-to-day focus is divided between synchronizing personnel workflows and ensuring staffing levels match operational requirements across nationwide learning sites.
Much of her work is complex and highly strategic. She works closely with various departments to build and submit Manpower Change Requests; she also analyzes manpower requirements and collaborates with detailers and community managers at Navy Personnel Command. Her management of these requirements ensures that classrooms always have qualified instructional and support staff necessary to train the fleet without operational gaps.
Despite being onboard for only a couple of months, Ms. Pagano has already developed the CSS N1A Centralized Routing Portal and accompanying SharePoint pages. Once fully deployed, this portal will establish a single, standardized pipeline domain-wide for administrative processing and routing, creating clear tracking and accountability.
Ms. Pagano takes immense pride in knowing that her daily efforts contribute directly to the success of Fleet training. When asked what she wishes other teams understood about her work, she offered a powerful reminder:
"I wish other teams understood that the vast majority of vital administrative work is executed entirely behind the scenes. When routing pipelines, tracking metrics, and processing systems are functioning flawlessly, the operation feels seamless - and as a result, the immense effort required to maintain that precision often goes unnoticed. Our success is measured by how quietly and efficiently the engine runs to support everyone else.”
When it comes to getting the job done, Ms. Pagano skips shortcuts. Her go-to productivity philosophy is straightforward: "There is no trick - only do."
