Retired Capt. Tony Holmes (left) and Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) Commanding Officer Capt. Nicholas Hoffman cut their change of command cake July 17 following a transfer of power at NSWC PHD onboard Naval Base Ventura County in California. Capt. Holmes retired from a 38-year career in the Navy after Hoffman relieved him of duty.
