U.S. Air Force Lt. Gen. John P. Healy, chief of the Air Force Reserve and commander of Air Force Reserve Command, stands alongside Lieutenant General Arthur M. Cordura, Commanding General, Philippine Air Force, and other senior military leaders from the U.S. Air Force and Armed Forces of the Philippines following the Terms of Reference signing during the annual Global Air and Space Chiefs’ Conference in London, July 15, 2026. The signing further strengthens the countries’ commitment to bilateral cooperation as established through the U.S.-Philippines Mutual Defense Treaty and reflects shared values, priorities, and operational goals. This effort is intended to build a lasting cooperation between the countries’ military forces by focusing on practical and achievable steps that advance interoperability and readiness. Areas of cooperation could include participation in exercises and training, personnel exchanges, operational knowledge sharing, subject matter expert exchanges and additional activities of mutual interest to both countries.
