KAISERSLAUTERN, Germany – Wes Leisinger, Installation Management Command-Europe chief of staff, delivers the keynote address at the U.S. Army Garrison Rheinland-Pfalze change of command ceremony at Defender Field on Rhine Ordnance Barracks July 13. Leisinger served as the ceremony’s presiding officer on behalf of Tommy R. Mize, IMCOM-E director. During the ceremony, Col. Jeffery Higgins passed command authority of the garrison to Col. Jerry L.
