Family members place new shoulder boards on Vice Adm. Douglas L. Williams, the incoming director of Portfolio Acquisition Executive (PAE) Strategic Systems Programs (SSP), during his promotion to from rear admiral upper half to vice admiral. The promotion ceremony took place during the PAE SSP Change of Command ceremony in Washington D.C., on June 12, 2026. Williams, who previously performed the duties of director of test at the Missile Defense Agency, assumes command of PAE SSP as the 15th director in program history.
