Joseph Welch, Portfolio Acquisition Executive for Command and Control (C2) and Counter C2, hands Chris Manning the Capability Program Executive Intelligence and Spectrum Warfare (CPE ISW) charter as he assumes leadership as the new CPE ISW. The ceremony, held June 9, 2026 on Aberdeen Proving Ground, welcomed Manning as the new CPE ISW and bid farewell to Brig. Gen. Kevin Chaney who will be the Deputy Portfolio Acquisition Executive for Maneuver Air.
As CPE ISW continues delivering capabilities Soldiers depend on, Manning will lead the organization through its next phase of innovation and transformation.
