Naval Facilities Engineering Systems Command, (NAVFAC) Europe, Africa, Central (EURAFCENT) announces Carlo Ruggiero, Supply Technician at Public Works Department (PWD) Naples, Italy, as the 2026 1st Quarter Junior Civilian of the Quarter. Mr. Ruggiero is recognized for his outstanding performance and dedication to the Public Works Department (PWD) logistics mission this quarter. His meticulous management and technical skill resulted in 100% inventory accuracy across a 1,017-line-item account, enabling efficient, uninterrupted operations. His attention to detail enabled the processing of 754 material issues, valued at $52,647.08, thereby maintaining supply readiness and ensuring continuous departmental support. As the first PWD Purchase Request Creator, Mr. Ruggiero faced the challenge of developing new procurement processes without established protocols to guide them. He quickly identified inefficiencies and potential bottlenecks in the initial stages of implementing the 4PL program.
