Naval Facilities Engineering Systems Command, (NAVFAC) Europe, Africa, Central (EURAFCENT) announces Alex Menez, Project Manager at NAVFAC EURAFCENT Naples, Italy, as the 2026 1st Quarter Senior Civilian of the Quarter. Mr. Menez advanced U.S. strategic objectives by completing four projects and managing a portfolio of 18 initiatives. He delivered a 100-meter pier and a $750,000 Close-Quarters Battle facility at Manda Bay, Kenya, increasing vessel throughput by 40 percent. The facility trained over 150 personnel in three months, leading to a 30 percent improvement in counter-terrorism exercises. These achievements directly enhanced the partner nation's counter-terrorism capabilities and earned Menez a personal commissioning from the Commander, U.S. Naval Forces Europe and Africa. As Expeditionary Directorate Team Lead, he mentored a junior manager during a 90-day temporary duty assignment.
