Joe Phelan, deputy state surgeon with the Vermont National Guard, receives a written list of community healthcare needs from a local resident serving as an interpreter during a key leader engagement with members of the Comité de Développement Sanitaire at Thiès East, Senegal, May 3, 2026. Part of African Lion 2026 (AL26) and the Department of Defense National Guard State Partnership Program, the engagement supported the Vermont–Senegal partnership by informing planning for a 2027 medical readiness exercise through community input and coordination with local health leaders. Co-led by U.S. Army Southern European Task Force, Africa (SETAF-AF) from April 20 to May 8, 2026, and hosted in Ghana, Morocco, Senegal, Tunisia, AL26 involves over 5,600 personnel from more than 40 nations, using innovation to drive partner-led regional security.
