Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT), announced Engineering Aide 3rd Class Nicolas Nieves Rodriguez, from Quebradillas, Puerto Rico, assigned to Public Works Department Bahrain, as the 1st Quarter Fiscal Year 26 Blue Jacket of the Quarter awardee, Mar. 20, 2026. The Sailor of the Quarter program was established to recognize the superior performance of our enlisted personnel and emphasize outstanding achievement, exemplary personal conduct, exceptional military bearing, and superb initiative.
