Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT), announced Utilitiesman 1st Class Elaine Afisivalu, from Suisun City, Calif., assigned to Public Works Department Rota, as the 1st Quarter Sailor of the Quarter for Fiscal Year 2026, Mar. 20, 2026. The Sailor of the Quarter program was established to recognize the superior performance of our enlisted personnel and emphasize outstanding achievement, exemplary personal conduct, exceptional military bearing, and superb initiative.
