conduct a dismounted movement to Cagayan North International Airport for Black Hawk cold-
load training with U.S. Army helicopter crew chiefs, assigned to Task Force Saber, 25th Combat
Aviation Brigade, 25th Infantry Division, as part of Exercise Balikatan 2026 at Lal-lo, Philippines,
April 21, 2026. Cold-load training ensures soldiers can safely enter and exit the aircraft during
operations. Balikatan is a longstanding annual exercise between the Armed Forces of the
Philippines and U.S. military that represents the strength of our alliance, improves our capable
