Life Scout Santiago Carnice, troop 176, right, opens apple cider during his dedication ceremony at the
Child Development Center on Marine Corps Base Quantico, April 17, 2026. Santiago is a 13-year-old
scout that was honored with a plaque on the newly installed permanent, all-weather bicycle repair
station aboard MCB Quantico after he received the approval and completion of the project in order to
receive his Eagle Scout Badge. Santiago contacted the Quantico Mountain Bike Club and presented his
project to their board and received approval for $3,500 of funding. Santiago and his father worked
through Natural Resources and Environmental Affairs and base facilities to acquire the permission to dig
and secure a utilities company site review. The installation enhances trail safety, supports base
recreation programs, and promotes self-sufficiency for trail users within the Quantico community. (U.S.
