YOKOSUKA, Japan (March 31, 2026) -- Capt. Tom Arnold relieved Capt. Frank Kim of command to become the 41st commanding officer of Naval Supply Fleet Logistics Center, Yokosuka (NAVSUP FLCY), on Mar. 24 during a change of command ceremony held onboard Commander, Fleet Activities Yokosuka. Kim, who will be assigned as Force Logistics director (N41) for U.S. Naval Forces Europe-Africa, located in Naples, Italy, emphasized his focus on fostering a “people-first” culture throughout his tenure. Under his leadership, the command achieved “Best in Class” retention excellence in 2025. “The team did great and I think we achieved a shared culture,” Kim stated.
