Crews work in April 1951 in the north end core trench of what would soon become the Elk River Dam. Work to dam the Elk River began in early 1950. This project was completed in September 1952. The construction of the Elk River Dam created Woods Reservoir, which has since supplied cooling water to the test facilities at Arnold Air Force Base, Tennessee.
