YOKOSUKA, Japan (Feb. 23, 2026) — Capt. Jon Hopkins, Commander, Fleet Activities Yokosuka (CFAY), greets Public Works Department personnel during a meet-and-greet at CFAY headquarters as the Navy transfers installation maintenance and public works responsibilities from Naval Facilities Engineering Systems Command (NAVFAC) to Commander, Navy Installations Command (CNIC) under Stage 1 of the Shore command-and-control realignment. Hopkins met with facilities management, environmental services and support staff to align responsibilities, processes and expectations and reinforce installation readiness as personnel continue providing the same services under the direct leadership of the installation commanding officer with no jobs eliminated; planning to transfer remaining public works functions is underway.
