John Frank, Commanding Officers Naval Mobile Construction Battalion (NMCB) 4, salutes as NMCB 4’s guidon is lowered during the Relief-in-Place / Transfer-of-Authority (RIPTOA) ceremony from NMCB 4 to NMCB 11 on Camp Shields, Okinawa, Japan, Feb. 02, 2026. NMCB 4 was relieved of Naval Construction Force Operations in the Indo-Pacific by NMCB 11. RIPTOA is the official conclusion of NMCB 4’s deployment in the Indo-Pacific. NMCB 4 is forward-deployed throughout the Indo-Pacific region to support and maintain a free and open Indo-Pacific.
