Andrew Norris, commanding officer of Navy Reserve Center (NRC) Fallon, Nev., during a promotion ceremony, Jan. 11, 2026. Frocking is a tradition in which sailors are advanced to the next pay grade, assuming the title and responsibilities before their official promotion date. NRC Fallon delivers Northern Nevada’s Navy Reserve combat power to the right place, at the right time, every time by executing readiness programs, grooming resources assigned and ensuring they are ready to be activated in support of the U.S. Navy’s global operations.
