Vice Chief of Naval Operations Adm. Jim Kilby meets with Sailors assigned to USS Illinois at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Jan. 20, 2026. Kilby visited Hawaii to tour PHNSY & IMF, Navy Closure Task Force – Red Hill, and Joint Base Pearl Harbor Hickam, engage with Sailors, and meet with leadership to discuss the strategic importance of the region, Sailor Quality of Service, and Navy readiness. PHNSY & IMF’s mission is to keep the Navy’s fleet “Fit to Fight” by repairing, maintaining, and modernizing the Navy's fast-attack submarines and surface ships.
