Dan Caine, chairman of the Joint Chiefs of Staff, and other U.S. military senior leaders and elected officials to observe the dignified transfer of Army Sergeants William Howard and Edgar Torres-Tovar, Dover Air Force Base, Delaware, Dec. 17, 2025. Howard and Torres-Tover, who were assigned to 1st Squadron, 113th Cavalry Regiment, 2nd Infantry Brigade Combat Team, 34th Infantry Division, Iowa Army National Guard, were killed in Syria Dec. 13, 2025, while serving in counterterrorism operations there.
