Robert Lauchlan, Royal Navy chief strategic systems executive, peers through the periscope during a tour of Ohio-class ballistic missile submarine USS Nebraska (SSBN 739) at Naval Base Kitsap-Bangor in Silverdale, Washington, Dec. 3, 2025. Nebraska is assigned to Commander, Submarine Group (SUBGRU) 9 which exercises administrative and operational control authority for assigned submarine commands and units in the Pacific Northwest providing oversight for shipboard training, personnel, supply and material readiness of SSBNs and their crews. SUBGRU-9 is also responsible for nuclear submarines undergoing conversion or overhaul at Puget Sound Naval Shipyard in Bremerton.
The tour was a part of the itinerary during the 208th meeting of the U.S.-U.K. Joint Steering Task Group held Dec. 3, 2025, at Strategic Weapons Facility Pacific. The Joint Steering Task Group, established in 1963 under the Polaris Sales Agreement (PSA), is tasked with advising the U.S. and UK Project Officers responsible for maintaining the U.K. submarine launched ballistic missile capability. Vice Adm. Johnny R. Wolfe, Jr, director of the U.S. Navy’s Strategic Systems Programs and Lauchlan, serve as the U.S. and UK Project Officers respectively.
The PSA, originally signed on April 6, 1963, and amended in 1982, is a bilateral international agreement between the United States and the UK which establishes the basic policy and terms underlying the sale of the U.S. submarine launched ballistic missile strategic weapon system to the United Kingdom. PSA remains one of the most important intergovernmental agreements in the history of the U.S. and UK, shaping the past, present and future of strategic deterrence cooperation. (U.S. Navy photo by Lt.
