Quentin Cooper, right, presents Gas Turbine Systems Technician (Mechanical) 1st Class Cheikh Boye, a native of Greensboro, N.C., and SWESC instructor, his promotion letter to the rank of first class petty officer, Nov. 21, during a ceremony on board Naval Station Great Lakes.
